Do you need to buy tubing the same 16/22mm size to fit this, or does the tubing need to be larger to slot over them? Thanks

If you've chosen the 16/22mm lily pipe, then yes, get that size tubing. The measurements are the inside and outside diameter of the tubing 👍

Is there a plastic version of this?
