The holes are on a horizontal planting shelf.** A: I would recommend firestone primer, seam tape and cover tape instead for the right way to patch holes in 45 mil epdm rubber. **Q: use on concrete?** A: We wouldn’t recommend it. The silicone is for sealing liner to faceplates with screws and any plumbing parts that are threaded and might need extra sealing. It can also be used in place of Teflon tape. I was losing about 6 inches of water a day and once I found the tears in my liner I applied the sealant around the tear and pushed it into place. It has bee holding water without leaking for several weeks now so I'm thinking yes, it will hold in your application. It goes on very wet but seals to a hard surface.
