i bought this product 1000g.I received it and when i opened bottle cap the paper protector did not lock!protector paper was on bottle cap!is it safe?

I bought from GNC online store directly for 4-5 times already, seems like every time one of bottles’s inside seal was cracked open in the middle. It doesn’t look like a man made open, and the missing PCs was sealed to the cap. I would say it happens on the online store products. However, the cap seal vacuum seal was intact, it was just the paper seal inside.
