Magnets are pretty strong and don't slide easily on surfaces. It would depend on the way you're attaching them or what they're attached to.

are these safe to use on cords near a computer?

They are safe to use. I have used these next to my computer and the dock at work. They have not damaged the dock or the computer. I still leave the rest away from it, just in case, multiple magnets might damage it.

Is the magnet completely covered within the silicone?

Yes…it is encased in silicone. I’ve been using these around my house for cable management for a year and a half and they’ve never failed me or broken down like a rubber band would. They can hold some weight, but magnets are still just magnets, so bear that in mind!
