Can the top sleeve hold a card instead of cash?

The material sleeve on the outside can hold a card between the material and the metal wallet. The pocket of the material can securely hold a UK note with the material folded over the top like a hat securing the note in place So both!

can the front pocket hold a few small coins?

You could put coins in there but it’s designed for notes. So the coins would just fall out. Considering that mine lasted a few months. I wouldn’t bother
