Would this work on motorcycle handlebars?

The straps would tighten down on motorcycle handlebars, but i would still take another strip of additional velcro to add a third to the speaker side. I use it on my side by side going over very rough trails and it stayed solid. I only go about 20 mph though. This is better than the other product like this being sold on Amazon, it broke.

Can this fit around the boom of a small 14' sailboat? The boom in this case has a diameter of 2" and a circumference of approximately 6.5"

It fits on the 2" roll bar of my offroad vehicle just fine.

Will the velcro straps fit a 4” bike rail?

Yes but they are weak straps. Avoid bumpy terrains.
