Does thi lights changes different colors

Unfortunately, no. The lights do not change different colors. However, they do stay still and even blink.

Do they have an "off" switch, or motion sensored?

Yes. However, the wire on the lights broke as soon as I started wrapping them around the inside of the bike wheel!
