Why, if this grain comes from India, do you want Kosher certification, which is both discriminatory, and adds unneeded cost to the item?

This product is used by people all over the world, some of whom might eat kosher or halal, be mindful of food manufacturing practices, or have extreme food allergies. When a food is kosher certified, it ensures that there's an intense level of cleanliness, which often brings a lot of peace to people who have health concerns. As I stated, this food is eaten by people all over the world now, just like how people all over the world eat croissants even though they're from Austria. People who need to eat kosher need a kosher option and this brand does that.

Can you sprout this for sprouted flour?

I have never used that flour, but put a tablespoon of it in a glass container, cover it with water, enough to be absorbed and give it a week and see what happens.   You may have to drain and replace the water after the first 24 hours.  I have only sprouted seeds, after the first 24 hours drain and cover seeds with fresh water until it sprouts and they are the size you want.  Can't hurt!  I am not afraid to try some things.
