Does the blue outfit also comes with this and do they have liners

Comes with one diaper catch pad after that I am using the pads that are used to remove makeup works perfect

Does the poop and pee stay in suit

Thank you for inquiry. The harness can hold poop and pee for three items or so and it quite depends on the size of your bird. It can't hold all day.

What size will fit my 8 month old male cockatiel?

Yes, it fits. I guess he is around 90 grams.
