This cooler solved all the issues. It does not interfere with full height RAM, is very compact while being very quiet and provides good cooling. It is a down draft cooler that directs air towards the motherboard, which in my circumstance, is an extra benefit because there is no other fan in the case. The CPU is a Ryzen 3 3200G processor with 4 cores. It is not being maxed out at all.
