Is there a version without RGB?

Not that I know of, but the fans have 4 pin connecters and 3pins for the RGB so if you don't want RGB don't plug them in to the motherboard.

Anyone have this cooler with 4 sticks of corsair vegeance rgb rams?

If you're asking if it will fit with taller 4 sticks of ram, it will depend mostly on your motherboard and the distance from cpu to the ram slots. This being a single tower cooler, it should fit most, as I have one on an ITX motherboard which has very little room and still clears. Worst case is that you may need the attach the fan slightly higher to clear the ram if your motherboard distance from cpu to ram slots is too tight.

About my question, i asked how to turn on the rgb but on my dell optiplex 7010 mid tower there is no rgb connector or anything else on the motherboard

You will need an addressable 3 pin RGB controller if your motherboard has none. If your system is DELL, the motherboard most likely doesn't have motherboard, you will need to purchase a separate RGB controller. You can use the fan without the RGB, but it does look nice with the RGB on.
