You can see the liquid through it but it's not completely clear

The bottle opening is exactly 11/16" or 17.55 mm in diameter.

Do these have a sealed tip? Where you need to cut the end to open before using?

No, the bottles are not sealed shut. They have a small cap that snaps onto the tip of the squeeze spout top and create a near airtight seal. I bought them for fluid artworks and they are perfect for paints. I found them to be a quality product at a a great value and will be purchasing more of them.
