I'm reading reviews and every one is saying "It works, but It doesn't work miracles". Can someone please explain his further?

It would take a miracle to repair sun damage and a natural progression of dark spots on a person's face/body because the very base layer is damaged. Tone repair lightens the hyperpigmented areas allowing makeup to conceal them easier, it cannot take them away completely. Damage is damage and permanent.

Does Neutrogena Rapid Tone Repair moisturizer with sunscreen SPF 30 works well for day and night moisturizer?

It worked well as a moisturizer, but only used during the day due to the SPF.

Does this product Make your face appear oily? Or dies it have a matte finish to it?

Not oily or matte finish. It goes on clear and only the smallest amount is needed. The downside I noticed is if I went into the sun right after applying it, and I primarily use it on my forehead, I will perspire where I used it, and patting down the perspiration made me wonder if I was in fact just patting off the product. That being said, I've tried several products over the past few months and only saw noticeable results with the Neutrogena products. :)

Will this work on other areas other than face, neck and chest?

I use it as a moisturizer. I guess it would work the same anywhere.
