No. It sits flush with the top of the camera whilst not being used. It lifts to one position facing forward. It cannot be tilted to any other angle to bounce off ceiling, walls etc.

would the fujifilm ef-x8 ttl flash be compatible with a fuji stx-2 film camera?

It would not. It gets its power from the camera and the stx-2 would not be able to do this.
