No, this is just an enhanced antenna to improve the reception of Digital Signals over the older factory Winegards. If your TV does not have a Digital Tuner, you will still need the set-top box to get digital broadcast.

What's the best way to test if this antenna is defective? A definitive test?

My "best guess" would be a simple visual inspection, it's pretty simple, finally (assume that you have the "SensorPro", and you should get one if you didn't when you bought the antenna) a sweep of signals in an area know to have them.

does the sensar IV head come with the pins and E clips to attach it to the elevator tubes?
