Can this be used on boat canvas, I assume Sunbrella fabric?

I dont think so, those type of fabrics are usually intended to be water proof, so the dye more than likely won't take very easily

can this work on a dark colored synthetic wig?

I know it works well on synthetic fabrics. I would check on what the wig is made of.
