Is the packaging the wipes are wrapped in recycleable ?

No, I don't think so. And they're not compostable either. I agree it's a problem to be buying a natural product with better ingredients only to be creating more garbage.

Can this be a replacement for a facial cleanser?

It depends on what you mean by a facial cleanser. It isn't as robust as a dedicated skin cleanser such as you would get in a product that says, Neutroxxx skin cleanser, but for what you can pack into a packet/towelette, this is a fantastic product. It is not intended to replace a skin cleanser on a regular basis. It is something that you would be more apt to carry on a short trip or something that you can slip in a pocket or bag to do a quick clean and freshen up. But it does what it does better than anything I've tried. It is quick, effective and easily carried with you.
