does this model need a pci-e power cable?

No it dose not, the big brother with the ACX cooling requires it. This card also requires only 300 watt power supply to run at witch is amazing for the performance trough the new Maxwell architecture.

Does it support 3 monitors?

Yes, in the product detail states it supports 3 concurrent displays. Concurrent is defined as at the same time. I do have one other thing to say you would have to use display and 2 dual-link dvi ports to do so. This card from evga does not have 2 dvi. You can purchase an active adapter for dvi to get 3 monitors up and running but make sure it supports eyefinity.
