It is slightly larger than the size. Because it has flexibility on the sides, you order one to you actual size and it should fit loosely.

Is this for adults or kids?

This is a real (Adult) vest, but the size is on a smaller side and may be able to fit an older/larger kid. This is designed for construction, though.
