How is this folded for storage? It appears there are at least two bolts in the central bar, meaning one would need a wrench to remove the bolts.

You don't need to take a wrench to any bolts to be able to fold this up. You pull the pin out of the one whole. And then you untwist the peg with the black knob. And it will fold up. Then just replace the peg and pin until u want to unfold it again. You can also look this exact item up on YouTube and it will show you a video.

Does it build musckes in legs

This is what I copied from Google: Because the rowing machine is a full-body workout, you can build the strength and size of the muscles in your upper body, lower body and parts of your core. The drive motion works the muscles in your lower body, including your Glutes, Quads and Hamstrings.
