How much darker is #27 compared to #23? I am fair to medium but my neck has a lot of red in it so I don’t want to go too light on my face.

Depends on what you are looking for. It’s pretty moisturizing, so if you don’t use any concealer under the eye area, you will have to fix the cream with powder. I do this and it has a pretty good coverage.
