They are similar plastics, both polyolefins. They both come in a variety of grades, e.g. LDPE, LLDPE, MDPE, HDPE, and UHMWPE represent different molecular weight distributions or chain lengths of long molecules based on the ethylene monomer. PP is based on the propylene momomer. For your purposes, PE is better for outdoor applications because it has a glass transition temperature something like 60 below zero - much colder than your likely service temperature range. PP has a glass transition temperature around the freezing point of water and it is brittle and prone to cracking below that temperature. Those cheap rope-handle tubs are PP and they will crack if you try to carry logs with them in winter. Milk cartons are HDPE, you don't want them to crack in the fridge. Soda bottles are PETE - polyethylene terepthalate - which is actually a polyester.
