The connectors are rated at 12 volts 5 amps. According to internet forums, 2 amps per O-gauge engine is a safe assumption. If you are running a diesel A-B unit you may be drawing 3.5 to 4 amps. So, a 5-amp rated connector should be okay. The connectors are rated for 12 V DC. You are applying 18 V AC RMS (somewhat similar to an average value of the AC wave). The peak value of the AC wave will be about 25 VAC. This may be okay as well, given that it is not a dangerously high value of voltage (i.e., not 110 VAC). However, this question of the applied 18 VAC is best answered by the manufacturer of the connectors, and you should ask them.

Your question is phrased a little strangely. I trust that you won't be connecting 110vac to your 12v LED. I've used Scotchlok 905 connectors to tap off a 20 gauge feeder from a 16 gauge bus. They work well. 28 gauge is quite a bit smaller. Don't really know your application, but I would just solder and heat shrink the connection.
