The answering machine is set up on the phone. You need to read the manual to find out the code to record your message. It seems to work fine.

Phone book holds up to fifty (50) names and numbers. Speed dial holds up to nine (9) numbers. Redial holds up to last five (5) numbers called. Up to fifty (50) numbers can be blocked. Voice mailbox holds up to sixty-four (64) messages, total seventeen (17) minutes.

when you have a message, does the phone beep or just have a flashing light?

I've had mine about 6 weeks and so far have observed only a flashing light. Like any male, I'm only going to read the manual if I have to, so if it's supposed to beep initially, I'll notice it eventually.
