I plan to remove my fj cruiser's roof panel and apply carbon fiber to both sides. will one layer on each side be strong enough to stand on?

If you are able to stand on it now, the addition of carbon will help provide additional strength but only one layer is considered skin and does not add enough strength. You would need to consult an engineer to get a straight answer as they have calculations they can run based on the strength properties of carbon to tell you how many layers you will need.
