No, the capacity listed does not include side pockets yet. When expanded, the side pockets can fit about 3.5 L on each side.

If used on a Brompton, do you get heel strike if the side panniers are down?

No you don't. The bag fits right at the end of the rack. For info I have uk size size 11 trainers on when riding.
