Does the engine make steam whistle sounds when it is running?

no it doesn't. the eyes move back and forth as it is running around the track

Yes it is my grandson loves it. But is very small compared to most Ho engines and cannot go up hills if you have cars attached to it. On flat layout s it does ok.

Will he move if you push him, or will the wheels not move?

The wheels won't move if you push the engine. It only works on a track.
