Has the tutu a "bloomer" type piece already attached(kind of a bikini bottom underneath)?

Unfortunately it does not ! Personally I have worn Bikini bottoms , tights and separate bloomers underneath this item. It will show a fair amount of your booty !

My waist is 24" would this tutu fit me?

I measured the inside circumference of the elastic band and it was 27.5 inches. So, it would hang from your hips for sure, but wouldn't be tight on your actual waist, unless you took it up a bit.

Im looking for a more pale green not neon but not dark would the neon green be really neon? Also is the kelly green darker than shown?
