will this work with gmrs and murs radios?

Technically no, but, it should, just not optimally...
The Arrow Dual Band J-Pole antenna is optimized for 143-149 MHz & 430-450 MHz with a VSWR of less than 1.5:1
GMRS is allotted 30 frequency channels in the vicinity of 462 MHz and 467 MHz. 
They are divided into 16 main channels and 14 interstitial channels.
There are five MURS channels and the channels are either 11.25 kHz or 20.00 kHz each. 
The channel frequencies and (bandwidth) are:
151.820 MHz (11.25 kHz)                                
151.880 MHz (11.25 kHz)                                
151.940 MHz (11.25 kHz)                                
154.570 MHz (20.00 kHz)                                
154.600 MHz (20.00 kHz)  
I have one of these, and it seems to perform OK on these bands too - just tested on 151.94 and 462.625 via two handheld radios, one connected to my Arrow j-pole antenna and the other on a NA-771 antenna - worked great, no signal issues (loud and clear) at close range...

Will this antenna work on 11 meters, cb band?

I doubt it.  No, The frequency is too far off.  A J-Pole could be built for 11 meters, but it would be seriously larger and of far different dimensions.

What is the difference between arrow dual band j-pole - 2-piece ele osj146/440 elc and the arrow dual band j-pole 146/440 mhz osj 146/440 ?

The difference of $11.60 (price difference between the two on Amazon.com) buys you an antenna assembly that has the longest element manufactured as a two-piece, screw together assembly component that makes for greater portability / easy of packing and carrying as the overall length of the assembly to be transported is only about half of the overall assembly length when you take apart the two-piece 57-1/2" element, which is provided a separate mounting hole in the mounting bracket so that all components stay together when shipping / transporting. The single piece long element assembly is almost 5' long otherwise. Hope this helps.
