Q: Can you use this for self defense?

I think self defense is half the purpose along with mobility aid. It is stout but not too heavy.

Q: Can this be cut to size?

It's 2mm thick, hollow aluminum. I imagine you could cut it at the tip with the proper saw.

Q: Can you access the inside of the cane easily if you wanted to fill it with sand for extra weight (and defense)?

The handle does not come off, I am guessing it is epoxied in place. The bottom rubber tip comes off exposing the inside of the pipe. But the only thing holding anything inside would be that same rubber tip. They slip off easily.
