Yes this would be good for vinyl office chairs. Once dried it will not do anything to clothes. Any time you use an alcohol based cleaner it will take some of the product off.

This will be good for vinyl hood stripes?

It’s vinyl, so it will work. In fact, it works on about everything and I’ve switched to it for all my recreational and transportation vehicles.
