The package states a blade case is enclosed, but I do not see one. What am I missing?

I believe the blade case refers to the casing around the blade...what you put your hand on when sliding the cutter along the edge.

It does not come with one but I believe you can buy one separately.

Does it have a arm that opens up to measure 12 x12 paper?

I am not sure that I understand your question, but I tell you that the bar with the cutting element does not swing up as is the case of the guillotine type paper cuttings one normally sees.
