Is this solder iron ESD ?

I don't know of any soldering iron that isn't ESD, but it is a ceramic core that is the heating element via conduction to a steel tip. The steel tip may develop an electro-static charge independent from the wand but it won't develop an ES charge from the wand itself. again IDK for sure.

Does it works with 220v voltages?

We used it to solder the tiny, hair thin wires that had broken in our Toyota Highlander temperature control unit. It worked. I suggest you look on the Internet and YouTube for videos showing how to repair your Toyota. That’s what we did.
