How do you tighten from outside? Looks like bolt is on inside so how do you do it on non-clip ons? Rotate entire unit?

You tighten the internal nut so that it fits snug when sliding in to bar end, and they you turn clockwise to tighten

Yes and yes. Motion pro makes a cool tool to cut the grips.

How exactly are these powered? Battery, or by the bike's battery? What sort of wiring is involved?

They are powered by your motorcycle's electrical system. As far as what is involved, depends. Since they are LED, and if your motorcycle has LEDs now, then probably just wire into existing wiring for your turn signals. If you have bulbs and a newer bike, you'll probably have to insert an online resistor so your bikes system does throw an error.
