Is this waterproof, can I use on Inbound concrete pool?

No, we don't recommend using our products in pools.

Can I use this on our painted wood deck that needs to be repainted due to paint chipping and scratches from dog paw claws. I don’t want to strip first

My thinking is that you should be able to do that; Ideally, my recommendation would be to reach out to the seller and ask. We started with fresh new wood (our old deck was too damaged to preserve any of the old boards). In your case you would likely need to determine if the liquid rubber would adhere properly to the existing paint. I would think so; the seller should be able to provide an immediate answer. By the way - we are EXTREMELY PLEASED with this product!

Do we need tonuse this prumer if we are using the polyeruthane liquid rubber deck coating?

Liquid Rubber USA (liquidrubberusa.com) has excellent step by step instructions. They say to use the deck cleaner and one coat of primer on pressure treated wood.
