can I use this on young succulent seedlings?

Yes.

Cactus and succulent nurseries in Thailand use Captan all the time as a fungal preventive. I don't speak Thai so what I can learn from their videos is limited to what I'm shown rather than told; or what happens to be written in English on the packaging. Captan is a recurring, go-to option for pretty much every cactus nursery and it's sprayed on fresh sown seed trays too, prior to germination.

I intend to pair Captan (contact) with Thiomyl (systemic) in my own small nursery and eventually rotate with Propiconazole from time to time as an alternative if I notice any resistance building up.

I know the question is from 2020 but still warrants answering.

Can this be used for potato plugs before planting?

Thank You for the kind inquiry. Captan has not been, from the available literature on the jar, listed for potatoes; Sorry, we have no experience regarding potatoes to impart. Our use has been broad based, but as foliar and stem spray. Suggest you research Dithane M45  (Amz# PDC03SA900.6) also a broad based fungicide, but one which is listed for potatoes. Will captain fungicide prevent bacterial rot for iris rhizomes during storage?

Because captan has become so expensive and elusive to obtain, I've switched to garlic powder for winter storage of rhizomes and bulbs.

Question 4

To prevent Damping off, can it be used to water or mist seedlings OR can it be dusted over the soil after covering d seeds with soil ?

I've been trying to answer the same question. My father's an agronomist, and he explained that you can 1) treat the seeds before planting by dusting them; or 2) applying as a foliar spray or assuming at the root. He suggested trying a half dose unless some sort of fungus had already taken root. If you put captan in the soil, it will wash out relatively quickly.

If you want something for the soil, there are a few varieties of beneficial bacteria (e.g. bacillus amyloliquefaciens and subtilis) that work by populating the soil and are more or less totally harmless and totally safe for seedlings. Look for these ingredients in things called "garden friendly" fungicide and starting media. Captan is great, but it's my impression that with seedlings at least it's best used IF damping off has already set in.
