I have a 16 in. wide planter, will this fit. It is 16 x 12?

I don’t think so. It measures more like 15 inches wide.

Is the "l" dimension the height? 16" w × 13.8"l do you have any that are taller?

Yes - my basket actually measures 15 inches wide, by 14 inches in height. I don’t believe it comes taller.

Can you remove the liner and put it in the washing machine?

No - the liner is sewed to the basket.
