Yes. I had my granddaughter which is 11 helping me with a project. My grandson which is 4 wanted to help. We showed him 1 time how to. Then he punched out the rest I needed. I was watching him while he did it because I was a little scared. But he listened and did a great job.

Will this punch through paper that has been laminated?

I used it to cut through card stock to make cupcake toppers so I think that it would work for paper that has been laminated.

Do the whole punch work on cardstock paper?

They are supposed to be able to, however I have found that after a few punches these do not work properly anymore.
