I highly suggest adjust the waist belt wearing your outer wear that way if you need to use this in the winter it won't be to tight. Second the vest. If you have another set of hands that can help you pull on the strap it will make it a whole lot easier to adjust while wearing it. If you don't lay it on the table and adjust it incrementally will do the trick.
