I'm getting intermittent blinking red light. Sarts a minute in when hooked up. Is this broken?

Mine would do that , also. Just wait until the light is a steady Green. You should be fine. It should all be in the instruction papers. Remember this is a trickle charger and it takes awhile. Good luck.

Can this charge a dead 12 volt battery? I have a dead battery for my camper that needs charged, then maintained until spring.

It can if the battery is in otherwise good condition. I had a battery that it would not charge and I had to replace and I found out a couple of the sales inside had collapsed and therefore it would not take a charge, so it depends on the condition of the dead battery.
