Q: would these work to hold heavy watercolor paper to magnetic board

I have glued them to the back of a small carvings to put on the refrigerator and just tried using one magnet of a carving to hold a piece of watercolor paper. It worked.

Q: Would these magnets work through two layers of fabric?

I use them for craft projects. I can't be sure, because you might be referring to thick fabric. They are strong enough for my use.
