Will this be wide enough for a 16 x 20 painting?

Dear Customer, You may also consider the height of 16x20 painting that means you need to find bag's WIDTH larger than "16+ painting's height", so it will be safe in case choosing 18x30 cello bags. Will you consider Wowfit 18x30 bags? https://www.amazon.com/dp/B07CTSSH3M Thanks. Eric

Will the 9x20 bag be able the hold a 6in saucer and tea cup in the bottom? part of a shower favor gift.

No, 9x20 bag can NOT hold 6in saucer, you can choose 12x18 bag for your purpose. Thanks!

Does it come with the basket too?

No, it doesn't come with basket, only the bags.

In Africa it's trendy to pack decorated cakes in cellophane bags. Which size should I get for a cake on a 12" square drum?

As a 12" square drum, you will need a bag with more than 25" width and currently we have no such big one for your purpose. Thanks!
