Will it slow/restrict my internet speed on my already installed moca 2.5 ethernet adapters?

The filter is supposed to isolate your home from others in regards to MoCA signals that could be present on your cable. I think MoCA is used only locally within a household and so, the filter is not designed to block signal to or from your cable provider. It is meant to be used as a cable service provider point-of-entry filter, unless maybe you have a complex setup.

I have moca 1.1 setup for tivo and have the poe filter tivo suggested over 7 years ago. i'm now upgrading to moca 2.0, do i need to also upgrade poe?

No. What you have installed now is fine. It’s limiting the same frequency and not allowing them to escape out into the cable system.

Will this work with Mediacom isp?

This filter works on any high speed cable Internet service.
