It is rated at 250#. Yes it will hold a bike or spare tire carrier.

Does it swing far enough to clear the tailgate of a full size truck?

By far. It goes beyond 90 degrees.

How much does it rattle/wiggle when it’s fully loaded while driving on the highway?

It doesn’t rattle at all. It has a mechanical wedge that is tightened with a large Allen wrench when the unit is installed in the receiver and the swivel point is a very large bearing that has no play in it. It is a well built and high quality. Also it has has a large Over center lever type clamp to prevent any rattle while in use. Make sure you buy the version 2 because the the version 1 does not have the bearing it uses a pin that will wear out in time.
