Can it be Worn without the bumper?

Yes. I did not receive the bumper with mine.

What metal is the buckle made out of? Is it nickel free?

While I'm not sure if it's nickel free, I do have a metal allergy and started getting a rash under the buckle shortly after putting it on for the first time.

Why does the band not come with the case or bumper for the watch part??

Not ever band comes with a case. Everyone doesn’t use cases on their watch. It states clearly in the description of the product what is included. If you need a case don’t purchase this item or buy it separately.
