I love all the different eyes and noses, but the washers are not included for all the sizes. Has anyone else experienced this problem?

Yes. I had the same experience. My fix was to put a dab of hot glue under washer when joining it to the eye. This kept them in place.

Can these plastic safety eyes and nose be used for needle felting?

I purchased them for my needle felting. You may need to use glue to secure them.
