What are the dimensions of this canner?

This canner is 11.5 inches across the base.  Inside height is 9", not including the lid.  The National Center for Home Canning (University of Georgia) states the canner bottom should not exceed the diameter of the burner by more than 2"; they offer an excellent book "So Easy to Preserve" with tested recipes and methods for safe home canning.  Jar capacity depends on the size of jars (1/2 pint, pint and quarts).  I've used this canner to process jams and pickles - the only complaint I have is when processing quarts the lid allows boiling hot water to "spit" out around the lid.  Last night I had to constantly monitor and soak up hot water that landed on the kitchen floor and range top.  Since I have a glass top range I inspected the canner thoroughly upon arrival, feeling the bottom for any imperfections - I felt a tiny "burr" which I managed to rub out using fine emery cloth.

Can this be used for green beans? Is it a pressure canner or not?

No, it is not a pressure canner!!   Just because some old timers canned their beans this way (are they even remembering correctly?)  and got away with it doesn’t mean you will do it without contracting the very deadly botulism spores.  Why would anyone take the chance of feeding that to their family?  Green beans MUST be pressure canned.  This is a water bath and steam canner.  The only vegetable you can water bath is tomatoes,mand you have to add a set amount of bottled (NOT FRESH) lemon juice to those to get the proper level of acidity.  We live in a different world than our grandparents and few people grow their own vegetables.  You don’t know where yours came from and who picked them.  Rogue canning is extremely dangerous.

How can I remove the sticker glue residue?

If you put peanut butter on any glue it will remove it. 
Even on windows that have the paper glue on stickers. 
Put it on and let it set for about 10 minutes and wipe it off.
Clean the area with vinegar or window cleaner.
Zap and it's gone.

Can I can green beans in a induction canner on a gas stove?

This canner that is pictured cannot work for green beans since green beans is a low acid food. You need a pressure canner for green beans cause you need high pressure. Your question about an induction canner on a gas stove is ok I believe.
