Yes. The ends may chip but you can cut them off with a fine hacksaw and continue.

Are these safe to use with tritium sights or will the impact damage the vials?

I used them install 2 sets of tritium sights and they worked very well on one set; no other punches required. The other set required a beating with a brass punch and aside from minor marring of the finish, no functional damage to the sights. The edges of the punch may chip, but you can cut the end off with a hacksaw and continue. The sights are designed to take a beating when mounted on an auto pistol.
