Will this work for old 16mm film?

I guess you can but there’s no gauge for 16mm. So your cuts might not be straight. This is for 35mm and 120 film.

Can someone please confirm this will allow me to slice uncut film strips into five or six frame strips for scanning and archiving?

Yes, I use it to cut 120 film into 4 frame strips. I recommend lighting it from underneath so you can see the frame edges easily.
