Does it come with 2 ankle cuffs? If yes, can you work both legs at one time or just one leg at a time?

Yes. It has two cuffs. I don't know if you can work both at the same time, that would depend upon your ability.

what is the user weight limit?

The user weight limit/capacity is 450 LB

what is the difference between the "military" and "patriotic" models?

Patriotic color scheme on the bench is red white and blue. The color scheme on military is more of a camouflage. It’s also available in solid black, white or gold.

Is this system foldable

Yes it can fold and arrives folded, but it is rather cumbersome and heavy to fold frequently, I wouldn't plan on putting it away every day. I leave mine set up in a spare bedroom, but fold it occasionally when I have guests. It weighs about 75 lbs.
